The fictional city of Millbrook (population 180,000) has identified its downtown Riverside District as experiencing surface temperatures 4-7°F higher than surrounding neighborhoods during summer months. The city council has allocated $2.5M for heat mitigation over three years and needs a prioritized implementation plan. Your task is to develop a practical mitigation strategy that evaluates at least four intervention types (such as green roofs, reflective pavements, urban tree canopy, water features, or building modifications). The district covers approximately 0.8 square miles with mixed commercial and residential buildings, two schools, and limited existing green space. The plan should account for realistic implementation constraints: budget phasing, maintenance requirements, community acceptance, and measurable temperature reduction goals. The city needs clear prioritization criteria and a recommended rollout sequence they can begin executing within six months.
